show "bath-tub curve" problems ? (Formerly they worked well. Supposed "enhancements" were made to both. Then discrepancies were noticed. There's been a sequence of "enhancements" since, but discrepancies seem to be increasing.)

You are confusing your terms. The software errors do not follow from bathtub curve because software does not wear out. In fact, the reliability curve for software tends to be asymptotic.
The issue you are bringing up is do new features induce errors in existing systems? The answer depends on the type of regression and stress testing the developers put on the system.
It is common engineering practice to submit all new software releases to a selected set of key performance tests. These are known as regression tests. The purpose of regression testing is to be sure that adding new functionality did not break the existing functionality.
It is the job of systems design team to ensure that the new features are properly specified (requirements are correct, complete, and consistent) so that the new features are compatible with the old features. The best way to ensure compatibility is to use a systems design tool that includes the ability to simulate the system (I suggest using SysML/UML for the design and Rhapsody as the design tool because it allows you to create executable models).
It is the job of the acceptance test team to be sure that all of the edges of the envelope are properly covered and that the system passes all tests.
